Times & Transcript- Remember the nightmare a young Moncton couple still faces with their Penrose Street home that sits well below the proper elevation?

Their case, first publicized by the Times & Transcript last year, is merely one of the worst examples of a Metro Moncton home's foundation improperly built, not by any means the only one, says the executive director of the Greater Moncton Planning District Commission.

But now Bill Budd says Moncton, Dieppe and Riverview are close to making the changes necessary to prevent future problems like those faced by Tim and Lisa Holt and possibly hundreds of other homeowners.
