Concord Monitor- Ashland police Chief Tony Randall sees it as a beauty pageant, a popularity contest, a hiring process that does little to benefit his town.
And he doesn't like it.
As a kid, he remembers the revolving door of chiefs in Ashland, the anonymity of it all, the lack of continuity and rhythm that small towns cherish.
