NIMA requires the procurement of 341 current World Geodetic System 1984 (WGS84) airfield ground surveys in 32 European countries. All airfield ground surveys obtained must meet or exceed the International Civil Aviation Organization (ICAO) standards as established in Doc 9674-AN/946, dated 1997. The contractor shall verify: a) that the control data is certified as WGS84; b) that the measurements are reliable (redundant, has trails and can be verified); and, c) all aeronautical coordinate data meets the specifications of the ICAO standards and that their quality can be documented. The contractor shall act as NIMA's representative to seek out and acquire current WGS84 airfield survey data at the least possible cost. The contractor must have a strong background in geodesy/surveying, aviation, project management and negotiation in order to determine if the WGS84 airfield ground surveys meet the requirements of the ICAO document and will be usable in the Airfield Initiative Program.
