Local Government Grants Reduce Cost of Pavement Management Project by Sixty Percent

Many small government agencies struggle to fund asset and pavement management projects. To overcome the high start-up costs of these projects the State of New York created Local Government Efficiency Grants. They encourage small agencies to join forces and reduce the overall cost of asset management projects.

Fifteen local New York communities successfully completed a multi-jurisdictional infrastructure project dubbed JIMI (Joint Infrastructure Management Initiative). Transmap Corporation of Columbus Ohio, a leader in pavement and infrastructure management technology, employed its mobile mapping system to capture digital images of all roads and right-of-ways. Transmap also collected highly accurate GPS locations of these images, which enabled the company to extract precise locations of any roadway feature and survey the condition of the pavement.

“Our van-based mobile mapping system can inventory more than 100 miles of roadway a day”, says Howard Luxhoj, President of Transmap. “We are glad to see that the agencies teamed up so we could spread the mobilization costs and reduce overall project expenses by almost 60 percent off the price, had each agency conducted this project individually.” Transmap mapped a total of 1,385 miles for the Tug Hill Commission, which served as lead agency for this project.

The JIMI project is considered one of the most effective uses of stimulus money in the country. Ninety percent of the project cost was covered by the State's Efficiency Grant. All project participants have benefited from the lower overall project costs and will benefit from huge savings in the future, as stated by Renee Beyer of the Lewis County Planning Division: “Having a digital inventory will provide long-term savings by allowing better, more efficient oversight of municipal assets.”
