Preconstruction Elevation certificate TTT

I just wanted to follow up with interested parties the response from the NC Board as to whether or not field work needs to be performed when doing preconstruction Elevation certs. 

The NC board response is that they would use the proposed FFE provided by others but would not fill in the blanks for C2 (f), (g) or (h) nor would they fill in B1 through B12 based on others work. They also state that if their name goes on the cert, then they would verify all data. 

So I guess the answer is, they would sign and seal the form based on data supplied by others but there are certain items they would leave blank or would require field work to fill in. 

Do those who are preparing these without field work leave those items blank? will FEMA accept the form with these items left blank because it is a Preconstruction cert?
