Scaling SPC to surface

Okay sports fans, simple question:

When you SCALE your NAD83 State Plane Coordinates to the “surface” using a combined average factor (CAF), how many of you also SCALE your NAVD88 “Elevations” by the same factor?

And if so...WHY?
