WGS84 to NAD83 and back

Hello all,

I am not sure if this is the correct area to post this question, and I apologize if it's not. 

When receiving WGS84 coordinates from a receiver, how do i convert these coordinates into NAD83, or NAD 27 so I can then get State Plane Cords?

My original inclination was that you can just use the NGS toolkit to do so, but NGS does not have a tool for transforming from WGS84 to NAD83.

Next I started researching this topic and decided the only solution to this problem is to set up on State Plane control (NAD83 HPGN or HARN) and then transform my WGS84 coords to NAD83 from this control. Is this the only way to go about doing this? Can you use CORS stations and their NAD83 cords to do this same transformation, is that what these CORS stations are doing on top of their corrections?

I have been told you can go from WGS84 to NAD83 by a few programs, but it is mostly for GIS and is foot - 3 feet accuracy. 

Please help if you have time, thank you in advance.
