QUAD Map Question

I'm searching for a section corner shown as existing on the Quad Map (Dark Red Cross). I've been out there four times now searching and not found it. Its in an undisturbed area (Pinion, Juniper and Gamble Oak). The most recent updated Quad shows a new dirt road about 140 feet east of the corner. Just beyond the end of road I find a rebar and aluminum cap that has been used by recent surveys as the section corner. No evidence of the original stone (which was set as usual around here with out any bearing trees).

Does the USGS have survey ties to the section markers they show as existing on QUAD maps and if so how reliable are they and can you get them?
