Survey Date

I am working on a sketch and trying to sort out some survey dates. My question is about original surveys in Texas. I have a file where one surveyor submitted original field notes to the state starting in 1861 and he corrected them 5 times without ever getting them correct. A different surveyor came along in 1868 and finally wrote a complete description that was patented. I know the survey date is usually the date of the original survey, but what happens when the surveyor changes? Who is considered the original surveyor? The one whose field notes were accepted or the one who started the survey and submitted the first set of field notes?
