Do these mark the R/W or not?

I know common R/W Engineer doctrine is that the "C" stands for Construction because they are set by the contractor (presumably from R/W Engineer stakes). Therefore they do not control the R/W locations.

However, it seems to me that this runs counter to the need of the public to be able to rely on the actions of Government agencies in good faith, not to mention monuments control over direction and distance. The agency has it within their power to ensure that these get set in the correct location afterall.

This issue is still a question in my mind.
