Contract awarded for work on proposed 1,000-mile high-voltage transmission line

A consulting team led by Ayres Associates will provide survey, mapping, LiDAR (light detecting and ranging), and geotechnical services for a proposed project to construct 1,000 miles of high-voltage transmission line for the Rocky Mountain Region of Western Area Power Administration (Western).

The contract with Western's Loveland, Colo., office is for one base year with four one-year option periods and will total up to $25 million.

Through its Fort Collins, Colo., office, Ayres Associates will carry out contractual and overall project management responsibilities. The firm will also provide technical services in the areas of photogrammetric mapping, survey, LiDAR processing, and geotechnical investigations. Additional companies that comprise the project team and their respective service areas are Bohannan Huston, Inc., survey and mapping; 3001, Inc., survey, mapping, and LiDAR acquisition; Wilson & Company, Inc, survey and mapping; Ulteig Engineers, Inc., survey and electrical transmission design; Terracon, geotechnical services; and Aerial Surveys International, aerial photography acquisition.

Services provided by the Ayres Associates team are part of the Eastern Plains Transmission Project, a proposed joint construction project between Western and Tri-State Generation and Transmission Association, Inc., a cooperatively owned wholesale electric power supplier. The project would consist of developing approximately 1,000 miles of high-voltage transmission lines and related facilities in eastern Colorado and western Kansas, including 15 new high-voltage transmission lines, four new substations, eight expanded or upgraded substations, and fiber optic communication facilities.

Ayres Associates is an architectural/engineering firm incorporated in 1959.

The firm has 19 offices in nine states, including locations in Denver and Fort Collins, Colo. Additional offices are in Arizona, California, Wyoming, Minnesota, Wisconsin, Michigan, Georgia, and Florida.

Atlantic Marine Holding - Scheduling Consultant (July 2009 - September 2009) Performed on-site analysis of project schedules tracking construction of three oil tankers for a major oil company. Customer utilized P6 scheduling software and earned value methodology for performance reporting. Assisted with development of integrated project schedule now used to track construction and provide accurate date for EV analysis and resource management. Utilized P6 software to develop detailed logic driven schedule for retrofit of tanker for US Navy. Entergy Corporation - Outage Scheduler (January 2009 - June 2009) At the Waterford 1 & 2 power plant, served as scheduler responsible for development of detailed outage schedule for turbine, generator rewind and boiler outage on Waterford Unit 2's Allis-Chalmers (Siemens) 411MW steam turbine and boiler. Utilized Primavera SureTrak scheduling software to integrate outage, capital and maintenance work into integrated real time schedule. Produced weekly schedule and earned value reports. American Transmission Company - Project Manager (2007 - 2008) For segment Werner West to Clintonville, served as Project Manager responsible for construction of 18.4 miles of green field double circuit 345/138kV transmission line. Developed comprehensive project management plan and presented to upper management. Managed diverse strong-matrix team; interfaced directly with owner and team stakeholders. Utilized drill pier foundations and 148 steel monopoles. Responsibilities include budget, schedule, real estate, customer relations, ROW clearing, foundations, electrical foundations, environmental, restoration and close out. Developed and updated detailed project schedule utilizing Primavera 6.0. For segment White Clay to Morgan T-Line, served as Project Manager responsible for construction of 13.5 miles of linear double circuit 345/138kV transmission line. Developed detailed project management plan. Managed strong-matrix team and all stakeholder expectations. Constructed 9.8 miles of 138kV temporary line and demo of existing H-Frame structures. Utilized drill pier foundations and 123 steel monopoles. Responsibilities include budget, schedule real estate, customer interface, ROW clearing, foundations, and electrical construction, environmental, restoration and close out. Project completed October 2007 ahead of schedule and under budget. Project utilized Primavera 6.0 for schedule. For segment Clintonville to Highway 22, responsible for constructability walkdown of 6.7 miles of existing easement for construction planned in 4Q08. Worked with design engineering to finalize plan and profiles, thru the 30/60/90 percent review process. Working with local distribution issues to resolve T-Line/distribution interfaces. Developed detailed project management plan. For segment Highway 22 to White Clay, performed constructability walk down of 20.3 miles of existing ROW for construction planned in 1Q09. Worked with design engineering firm to finalize plan and profiles, thru the 30/60/90 percent review process. Working with local distribution issues to resolve T-Line/Distribution interfaces. Entergy Corporation, Transmission Project Manager (1998 - 2006) At the St James substation, served as Project Manager for replacement of two station transformers with new 230/34.5kV units. Replaced existing breakers and RTU, updated relays and added new feeder breaker. At the same time, added new customer substation with new 34.5/4.16kV 22 MVA. For the St James/Falgout feeder, served as Project manager for construction of 3.8-mile 34.5kV distribution feeder. Managed right of way issues with landowners, railroad and pipeline operators.
