Easement Issue...

Interesting situation:

A parking ramp recently constructed has a drainage basin on the first floor inside the ramp to collect run-off from the parking structure. This basin has an overflow control structure (OCS) that dumps into the street storm sewer. The issue here is that the storm pipe leading from the OCS to the street sewer runs right through the foundation wall. Are you kidding me!

Anyway, I have to show on my 'final plat' the location of a public drainage and utility easement that covers this pipe. I want to avoid creating encroachments (the foundation) into this easement, but I am at a loss on how to go about this.
