Philip D. Miller recently joined PBS&J’s National Intelligent Transportation Systems (ITS) Division as a senior ITS specialist. In this position, Miller will be supporting payment systems with an initial focus on toll systems and business process management.

Miller has 20 years of experience in transportation engineering. His previous public sector experience consists of structural engineering and consultant management for the Pennsylvania Department of Transportation. His private sector toll work experience includes numerous projects in California, Illinois, Indiana, Maryland, Oklahoma, Ohio, Pennsylvania, Virginia, and the Philippines. Notable assignments include toll start-up work at the Transportation Corridor Agencies in Orange County, California, and development of the I-PASS electronic toll collection program in Illinois. He also managed planning and programming and the annual inspection program for the Illinois State Toll Highway Authority.

Miller holds an M.B.A. with concentrations in finance and accounting from the University of Chicago and a B.S. degree in civil engineering from Duke University.
