Jay Tilley is now executive vice president of programs and products for the Colorado Springs office.

John Copple, CEO of Sanborn, a provider of geographic information systems (GIS) and spatial solutions, named Jay Tilley executive vice president of programs and products for the Colorado Springs office. In this newly created position, Tilley will be responsible for overseeing Sanborn's digital camera program, as well as managing advanced product development and implementation for the company.

Tilley comes to Sanborn from Denver-based RESOURCE21, where he was vice president of the company's commercial and civil division. Prior to that he was vice president of technology at Colorado Springs-based Analytical Surveys Inc., a company Sanborn later acquired. Additionally, Tilley has held senior positions at Booz/Allen/Hamilton, EarthWatch Inc. (now DigitalGlobe), Ball Aerospace Corporation, and the Air Force Phillips Laboratory/Space Division.

Tilley holds a B.S. degree in electrical engineering/communications and signal processing from the US Air Force Academy in Colorado. He has a master's degree in electrical engineering/electro-optics, software engineering, and image/signal analysis from the Air Force Institute of Technology in Ohio.
