Kvandal Names New Manager of Municipal Services at Berryman & Henigar 2.9.04

Daniel A. York, PE, PLS, has been appointed manager of municipal services at Berryman & Henigar. Scott Kvandal, president of Berryman & Henigar, made the announcement.

According to Kvandal, York will work closely with municipal clients in providing a wide variety of municipal services to include in-house engineering staff support, developing studies, assisting with compliance issues and researching and procuring funding for infrastructure projects.

York has more than 20 years of municipal management and engineering experience. He previously served for four years as city engineer for the city of Vista, CA. He supervised a 30-person staff, coordinated operational tasks for storm water compliance, capital improvement program administration, land development, real property management, and construction inspection. York initiated a citywide NPDES compliance program and served as the city's liaison with the San Diego Association of Governments.

As principal engineer for the City of Santee, CA, York administered the capital improvement program and special financing districts. During his four years with the city, he also implemented a pavement management system, and supervised the development of a storm drain master plan, facilities inventory, and a three-year program to upgrade drainage facilities and structures.

Before serving with the city of Santee, York had his own consulting firm. He also spent five years with Berryman & Henigar's predecessor firm (BSI Consultants) as an on-site engineer for the City of Simi Valley and Assistant City Engineer for the City of Mission Viejo.

York received a Bachelor of Science degree in civil engineering from California State Polytechnic University at Pomona. He is a registered civil engineer and registered professional land surveyor. York is a member of the American Public Works Association and the California Land Surveyors Association.

Berryman & Henigar provides municipal management consulting, civil engineering, land surveying, public finance, building safety, asset management, and program and construction management to public agencies.
