Costello has a strong background in financial management and marketing analysis, as well as extensive experience in web site design and maintenance. He previously served as ITS America's director of telematics and special projects, where he managed a national consumer market research project, directed international telematics activities and produced an electronic payment systems primer, developed and maintained web site content and planned and organized workshops. Costello also provided input to the 511 Implementation Guidelines and participated in international standardization and harmonization of telematics and ATIS standards.

At PBS&J, Costello is part of the consulting team for the 511 Deployment Coalition and is involved with 511, ATIS, and telematics projects.
