Welcome to this week's edition of the POB eNews...
This week, my research into a legislative bill in Indiana led me to see what happens when land surveyors pay attention to legislation in their state. It’s a story worth passing on.
In January, a defeated 2005 Senate bill enabling individuals to bypass land surveying educational requirements resurfaced in the Indiana Legislature. House Bill 1265 "provides that a person who has certain experience as a lead field surveyor and has worked for an engineering company meets the land surveyor education and experience requirements and may take the land surveyor registration examination."
"Certain experience" was not defined. Indiana requires either graduation from an approved land surveying curriculum with four-years post-graduation land surveying work experience or eight years of land surveying education and experience in land surveying work to take the licensing exam.
"Every state has requirements to be qualified. You have to meet three tests," said Rick Miller, chairman of the Indiana Society of Professional Land Surveyors (ISPLS) government affairs committee. "And those tests are not just experience, but experience plus education plus examination—basically the 3 E’s." Consequently, Miller said, the ISPLS is opposed to the bill and continues to fight it.
"Our lobbyist was successful in suggesting that it (the bill) be introduced in a House committee that is kind of like the elephant graveyard where House bills go to die," Miller said. The bill’s sponsor, Rep. Woody Burton, confirmed this by saying, "It’s dead."
Regardless of where one stands on the much-disputed topic of licensed surveyor requirements, there is an important lesson for all surveyors to learn from this scenario: You must represent your industry in your state capitol.
